Kaplan and Civilization

In explaining “Judaism as a Civilization” he says that “Judaism as otherness is thus something far more comprehensive than Jewish religion. (pg 45)” I am not sure I totally understand that and the next piece (Living in two civilizations)- if someone else wants to take a stab at explaining it- go for it.
